Yup. Much cheaper to rent outdoor basketball courts during the winter months particularity at public parks/schools. Heck, they can even use/rent out tennis courts as long as they use tennis/sneaker type shoes. Colleges, ie U. of Maryland, have abundant tennis courts.

Leagues, I don't know and don't care, but do kids play basketball outside when they can in December and January - um, hell yes they do if they have nowhere else to play. You either come from the northeast or you don't know much about basketball.
And then leagues -- well, perhaps something has changed that might get people to consider alternatives when there are none -- hmmmmmm, what might that be?
