My 16 yo goes to college next year. I can promise you that her brain is developed enough to know that nobody should be attending parties during a pandemic. Even my 13 yo knows that.
In cases where off-campus behavior has implications for other students and overall life on-campus, IMO the school is absolutely right to threaten consequences.
