This is inevitable. Lockdown is impossible and won’t eliminate the virus. You need to manage the spread and work towards immunity whiles vaccines develop and either fail or succeed.
Lockdowns have been shown to be the only effective way to manage the spread. If hospitals reach their carrying capacity, that's when death rates can really soar. See Italy.
It depends on what you mean by manage. If your ICUs are below full capacity, that can be one form of management. By manage, you mean prevent, and even that has proven false. See lockdowns in the United States in March/April. And you will see the return in Italy. Mark my words.

Permitted use of fields at Fairfax County Public Schools (FCPS) and Fairfax County Park Authority (FCPA) facilities for leagues, organizations and groups of individuals during times designated for community use will continue. As a reminder, all sports organizations are responsible for ensuring that all players, parents, coaches and fans strictly adhere to CDC Considerations for Youth Sports and Forward Virginia Phase 3 Guidelines for Recreational Sports. Failure to do so may result in the loss of your permit to use fields in Fairfax County.
