All states require the use of turn signals when turning or changing lanes. Most countries require turn signals on all cars driven on public roadways, with exceptions only for cars of a certain age. There is no way that BMW stopped including turn signals in their cars. If someone told you that, they were making a joke about how crappy BMW drivers are.

Let's be honest. There are plenty of times that they are unnecessary. The problem is that many people don't use them when they're very important.
The only time they are unnecessary is when you are driving alone during the day and there is no car behind you or coming towards you. Kind of like a tree falling in the woods.
