In general, contact tracing involves identifying people who have an infectious disease (cases) and people who they came in contact with (contacts) and working with them to interrupt disease spread. This includes asking people with COVID-19 to isolate and their contacts to quarantine at home voluntarily.

Contact tracing for COVID-19 typically involves
Interviewing people with COVID-19 to identify everyone they had close contact with during the time they may have been infectious
Notifying contacts of their potential exposure
Referring contacts for testing
Monitoring contacts for signs and symptoms of COVID-19
Connecting contacts with services they might need during the self-quarantine period

Yes, the home visits are only to follow up with people who aren't available by phone. The only reason that you would be contacted by the contact tracers is if someone has told them they had contact with you during their likely infectious window. The contact tracers will try to call you, discuss your situation and help you get tested and/or quarantine if applicable. A case manager can help put you in contact with health care or connect you with health care, child care or food assistance if needed.

The idea that some kind of Force is going to randomly show up at your house sounds like dystopian right wing propaganda.

Sounds like it’s really just for people who don’t respond to the phone call.

A friend of mine had COVID and had to quarantine bc the roommate was high risk. A mutual friend said the city paid for it, and someone brought meals and checked in several times daily.

They were offering hotel rooms plus free food plus free medication delivery. I don't know if they still are

They will be making distanced home visits wearing PPE to offer assistance for high risk (elderly, ill) people who have difficulty isolating safely. This could involve paying for a hotel room for those who need it.

HIPAA isn't a catch-all. It only applies to providers of medical care (they aren't), and it doesn't prevent you from giving information about your self to whomever you chose.
