It is the same. They’re both open to the public. You can choose to work there or not. You can choose to do business there or not.

Unless there are student/family incentives for using either business, there’s no conflict.

During contract hours is obviously wrong, and not allowed.

After contract hours? No problem, as long as the teachers are not tutoring students in their own schools which isn't allowed (at least where I work).

The fact that it is a private company might change things, though. I mean, teachers are allowed to work for companies such as Mathnasium after hours, and the company might provide tutoring to students from many different schools, including ones where their employees teach.
