And this is something I, honestly, don't understand. NYC's school system is huge, kids and teachers take public transportation to get to class, and NY is still offering a hybrid. Philly, Boston are big districts, too. What's different there, virus-wise? Are their teachers somehow less prone to infection?
If you look at the COVID stats, they have it under control. MD and VA do not.
