I usually aim to plant Mother's Day weekend. Some hardier things went in earlier -- beets and kale. Tomatoes, squash, cukes, Mother's Day.
From March - May, if you're having a nice day, take the time to dig up your soil so it gets nice and soft and aerated. If you're interested, you can usually find a local garden center to analyze your soil to see if it's lacking any nutrients. They can also suggest a soil booster that's good for your area. (For example, I use one called Bumper Crop. I dump it in and mix it around a week or so before I plant the garden.)
Definitely try to start a relationship with a local garden store and follow the recommendations for your area.
