No. Circumstances under which I *would* be comfortable -- if he had been conservative in his current location (mask use, very limited social contact, practicing social distancing), and travel in a private car, not a plane or train.

Definitely pay for the hotel. Let your BIL take a taxi to the hotel. Ask your husband to choose to meet his brother at an outdoor restaurant. These all seem like reasonable actions to me so hopefully your BIL and husband will comply.
