No. Bowser can run as many times as she wants. The question is, does she want to? She must be exhausted, she has a small child now and she basically has no allies left on the Council. And even if she does run, I'm going to guess there are people like Allen who think she is vulnerable (Bowser would absolutely wipe the floor with Allen if that was the race, tho).
I don't mind inane/innocuous/at times mildly controversial for saying ridiculous things councilmembers (Trayon White I'm looking at you), but councilmembers like Silverman and Allen are actually doing damage to a city I love.

Invest in your ways to improve public safety. If it works, then reduce police budgets. Otherwise it's saving money by stopping your blood pressure meds when you still need to lose 50 pounds. Exercise and diet are definitely better than meds. But one has to happen before the other....

I vote for the most bat-guano crazy people on the primary ballot. I registered dem when I moved here (W3) just so I could try and elect the biggest lunatics on the ballot. Usually they don’t come close, but it’s fun knowing I’m incrementally pushing the entire fulcrum of local politics to the left, forcing even “ordinary” libs to run left of their comfort zone in order to keep their street cred.
I hate this city, can’t wait until my tour here is over and I can leave, and in the meantime I want to make it as miserable as I possibly can for the UMC white libs who live here.
Electing the odd republican here or there won’t fix anything, but why dilute the brand? Let the dems own this whole sh!tshow.
