Regarding phase I, what about teleworkers? The MSDE was clear teleworking essential personnel could use daycares, despite the executive order being silent on on-site or telework. What about phase I teleworkers?

And what about people that work for organizations explicitly excluded from the original order to close ( e.g., government, news media, social service non-profits)? Are they included as phase I since they never had to close?

Sure, if you're already open you can stay open. But there's no longer a path to reopen in Montgomery County if you aren't already open.

Not true in MoCo. There's a moratorium on daycares reopening in MoCo. But yes, many already received approval to reopen as EPCC sites.

My in-home daycare in MoCo and several others I know re-opened as soon as EPCC started in April and are still continuing.

There’s a daycare crisis right now. Daycares were shut down and only some re-opened under EPCC, many homes are operating at a quarter of their capacity, income has been less and many will end up closing because they have to find work outside their homes. And you’re worried about a party that this person had during her off time in her own home? I refuse to use the Kword, But that’s exactly what you would be doing.

I am not so sure the facility is the risk. The provider is definitely a risk and will be exposed to all of the kids, but the provider could easily gather with as many people as they want in their free time on any given day. That could happen in a center or a home daycare. Providers don’t have to conform to the parents comfort level. I am not comfortable at all with the endless outings and interactions my assistant teacher has, but I have zero say in being exposed to her all day and the where she goes in her private time is not anyones business.
