Yes Op, if you're talking about The Common Application, or other college applications which have a category for "Honors", yes. Include it there. Include it unless the space can be filled up with something more impressive.

Absolutely yes it is an honor. Robotics captain - not really. Many kids play basketball since elementary school (not very many do robotics). Just to make the varsity basketball team is impressive because it is a "cut sport" unlike cross-country, football, etc. that have large rosters and everyone makes the team. Furthermore, most basketball teams in this area are very diverse so being captain of the basketball team means you really have athletic talent and leadership.
