Aruba shut everything down a while ago. The island’s last known case of the virus tested negative yesterday. Should open soon, but the Dutch will shut it down again if cases dramatically increase.

Puerto Rico is the US. She is not re entering the US she is already in the US in Puerto Rico. That said they may have local restrictions.
I'd go to Puerto Rico over Aruba. You will have protections as an American there. There are a lot more flight options too.
NP I agree with this, too. I was hoping to go to PR this summer but as of now I read that the beaches are closed except for walking and exercising, no swimming. So unless/until that changes, we probably won't go.
You could also look into St. Thomas, also a US territory.

Puerto Rico is the US. She is not re entering the US she is already in the US in Puerto Rico. That said they may have local restrictions.
I'd go to Puerto Rico over Aruba. You will have protections as an American there. There are a lot more flight options too.
