It's great that fields are opening but this delay on permitted use smacks of laziness. Why would you not go directly to it? If your concern is safety, permitted use would at least offer some adult regulation.

So if you are talking about the possibility of a soccer practice resulting in a COVID outbreak at the school, I don't get it. Or are you just talking more generally - that kids gathering for soccer practices might trade germs and therefore spread the virus into their communities? If so, what is the difference between practices at school fields vs other county owned fields? It seems to me that it's either deemed safe to return to play (in some fashion or another), or it's not. But there's no meaningful distinction to be made between practicing at school fields vs anywhere else.

The easiest and least risky thing to do is to say no and keep the fields closed till schools start contact sports. Opening up the schools fields will be low on their list of priorities. I saw a survey that said 20-30% of the teacher will not come back in the fall. Hate to tell you but they do not give a rats butt about club soccer.
