I feel for you but this is a MYOB situation. You said yourself that your parents are mentally competent. It's their decision to accommodate your sister (thought I think we can all agree they are taking a big risk).

Are you sure this is the way it went? Are you sure your parents aren't begging to babysit and have lots of time with grandparents? I ask because my parent is guilt tripping me because "so and so's kid visits all the time with the grandkids in the house and they have been fine." i am forever the bad daughter and this other adult daughter is a saint. This same adult daughter uses her parents as nannies often and she doesn't even work. It's just so she can indulge herself and go on trips with her husband. The thing is, it makes her parents happy too. From the outside it looks like she is using them. To my parent it looks like she is a saint and to her parents it's a great situation. It's all in the eyes of the beholder and sadly until someone gets ill it is hard to convince people of what is the best choice.

Here are some options:
Talk to your sister to stick with the sitters
Talk to your parents to not take their grandchildren for 2 weeks
Contribute to cost of sitter for your sister if it’s really money issue

Other than that, not much you can do given that they are 12 hours away.

Also they opened up two weeks ago, so we don’t really know the current numbers.

But what about the specific area of the state?
States may have a large number of cases, but if they live in an area of a state that has not been hit hard, that makes a difference.
