We live in Southern MD and go to some of these places frequently.
Calvert Cliffs is amazing, but it is a far walk for little kids from the parking area to the beach. IT's two miles each way, and some is boardwalk, some is muddy trails, some is gravel. You won't be able to take a stroller, or, if you do, you'll end up carrying it in a lot of places. I mean I guess you could take one, but it seems like too much work for me. The parking lot also fills up very early, so you need to get there right when it opens. I thought it was temporarily closed to all but Calvert residents at the moment, but I can't validate that, so call to check.
Purse State Park in Charles is good for shark tooth hunting. Not far from the parking area to the beach. However, it's hard to find and the parking area accommodates less than ten cars.
Chesapeake and North Beach are easy because you park right there, pay and just hop on the beach. We've been there many times. It's not great, but it's not awful. The prices you pay are to help with upkeep of the facilities. Once again, not sure if they're open. This would be easy for a stroller aged kid because you park right at the beach.
Our favorite place to hunt for fossils is actually Westmoreland State Park near Fredericksburg. Once again, not a place for strollers, as the hike is 1.3ish miles there, down a big hill and rough terrain, but the beach is a little bigger and the water flows in and out, creating a fun place to do some searching.

No, it is not paved. It can be bumpy, rocky and muddy. If you live in VA have you considered Lake Anna beach? Not sure what restrictions, if any, are currently in place.
