OP here and I just posted some thoughts about the return to soccer given this thread is about returning to soccer and Kensington Karen post the non-sense above. Anyone reading today's news would have a similar perspective on the return to soccer.

I wouldn't be surprised to see practices begin in some format in late June with scrimmages or games by late July. My positivity is based on the following:
1. Colleges are not only planning to open but have made plans to play Fall sports. Various conferences have already restructured their seasons to reduce travel and costs but will play. Notre Dame just put forth a plan to open for the Fall. Other universities are following suit.
2. Other states have already announced the return of youth sports and some state your organizations have already set a date for regular practice. FC Dallas returns to the field on May 31.
3. DC is already eyeing a re-opening.

PHASE I (Pre-MSRR Stage 1 Low Risk)
PHASE II (MSRR Stage 1 Low Risk)
PHASE III (MSRR Stage 2 Medium Risk)
PHASE IV (MSRR Stage 2 Medium Risk)
PHASE V (MSRR Stage 3 High Risk)
This is reasuring. But I thought Maryland had "phases". Phase 1 definitely starts today at 5pm in most of the state. Where did the stages come from and do they match the phases exactly?
The official term the Maryland government is using is “stages”. Media may call it different but the controlling document says “stages”. Stage 1 started Friday at 5:00

Thanks, this is great. Small group practice is linked to Phase 1 and can start in most of Virginia today. Linking to the Phases is key since at least in northern Virginia, the government is likely to move back and forth between Phases. If we can get into Phase 1 in northern Virginia, maybe there will be consensus on really avoiding going all the way back to Phase 0. In Virginia, Stay At Home has been a joke IMO with tons of activities allowed and then arbitrarily strong restrictions on specific activities. It is a golfer's paradise, but stiff restrictions on park access.
