Good luck to everyone else out there waiting!
Out of state tuition? Full pay? Did UCLA offer any discounts (merit aid, scholarship)?

Well that's a big financial difference... but Cornell CS is top notch, and very, very rigorous. If he has ambitions to work for one of the big guys out of college this is a great place to start.
However a CS degree from a fine school like VT will be all that is needed. It's really about where he will thrive and what you can afford.
And congrats. You should rest comfortably knowing either choice you make will be the right one!

And where is he or she matriculating absent waitlist movement.

Barnard is generally need blind. But for the waitlists, it is need aware. Barnard website says so, so this is not my imagination or speculation. They are just being honest and upfront.

Will you accept knowing it’s in NY?
Yep was on a call last night with the dean via Zoom and they are going through options. Kid loves it. And we were ready to go to W&M for half price.
+1
Barnard is awesome. Let’s all pray we get through this and schools can reopen in the fall. Even an October or November start is better than online.
