I am GUESSING that the hotel was contracted as well as an outside firm to run the COVID shelter. At that point, typical DC Govt SOP is to pay the contract and wash their hands of it. You would have hoped that with something as high visibility as this that there would have been a few DC Health and Human Services visits and maybe a daily virtual 'hot wash'.
From the two minutes of video footage is apparent that there is LOTS of great intent, without policy and practices to turn that intent into an effective technique for managing a quarantine site.
Hey, look at the bright side. DC EMS was certainly following their policy's. At the end of the day, that aborted run cost money and sapped readiness, but it was executed properly and the threat of further spread was reduced/eliminated in that one example.
