The subway is run by the MTA, NOT NYC. So Cuomo is in charge of the subway, not De Blasio.De Blasio could not shut it down even if he wanted to.

It cannot be shut down. It is not just doctors and nurses, it is hospital janitors and other staff, home health aides who care for the elderly, grocery store clerks and workers who stock the shelves in grocery stores, Instacart, FreshDirect and other delivery service workers, sanitation workers, building workers, etc.

I’m curious: Are you using Instacart or other grocery services? Are you ordering food prepared by people in restaurant spaces that don’t allow for social distancing? Are you shopping for non-essential purchases? Are you still having packages and mail delivered and trash picked up? Any of those decisions is potentially putting others in harm’s way. The vast majority of people who live and work in NYC DO NOT HAVE CARS. If the subway shuts down, many health care providers— among other essential workers - will not be able to get to work. And taking an Uber is not the healthiest of options even for those who can afford to do so.
