Meh, they are looking for kids who are ready to separate from their parents and attend preschool. Not all kids are ready for preschool.
One visit is not representative of how a child will separate from their caregiver. I work at a private school, and our youngest children interviewing are very young. The playdates/visits/interviews take place in December, January and February. These children won't start school until September, so that's anywhere between 7-10 months before the child will enroll, a lot of growth happens in that amount of time! A good school knows this and will plan a visit according to where the children are at the time of visit.
Good luck to your brother, I hope they find a school that's a good fit.
