$200 also seems very high for mandatory shots, especially since your dog had at least some of his puppy vaccines. I don't know of any area that requires more than rabies and maybe distemper/parvovirus.
I agree that these people are trying to take advantage of you. I think I would offer to give the money back in exchange for the dog, and try to find another home for it. They just don't sound like good people.

How about either: offer to take the dog back and repay them the rehoming fee, or
Tell them you will only pay the vet directly for any needed shots. Do not just send them a check.

You paid 100 dollars for the dog to readopted, your part in this was done when you handed the dog over to the rescue. They can take the dog back, if they were promised shots by the rescue. Or you could offer to take the dog back and hand it over to your local county dog rescue instead. As long as it's not a pit bull, it will probably be adopted.

Things happen OP, and it's hard to predict if kids will end up being allergic to a particular dog or not.

We had the dog first. Our newborn child kept ending up in the hospital with asthma. Sorry we didn’t return our child instead.

OP said the dog was up-to-date on everything and as not. They charged a fee which they should not have if that was a lie. The fee is basically reselling the dog.

Good Lord, no! Don't send them anything. Tell them to meet you in a public place to return the dog. Now you know why the rescue groups are the way they are. Sorry you got caught up in that mess.
