If you look at the scattergrams on Naviance, it is quite clear they put more weight on GPA. At DD's school, the probability of admission (based on eyeballing the the scattergrams by GPA) is something like

< 3.6. 1% (athlete?)
3.6-3.8. 20%
3.8-4.0: 50%
4.0-4.2 80%
>4.2. 100%

There is no similar trend with SAT score

I know a kid this year deferred from ED with a 1600 SAT, 3.6 GPA weighted. Not sure of major. Clearly they play e more importance on GPA.

Incorrect. Go to collegeconfidential or reddit and learn about in-state colleges and universities that are self-selecting, especially when public guidance counselors are involved in directing students to the best suited college. You cannot compare the selectivity figures of in-state systems supported by the state high school counselor system to random applications to private schools. It's apples and oranges.

It’s pointless to guess. All we know is what VT reports. Admissions is not highly competitive if they are admitting 70-75%.

Nope. Someone posted the numbers (a screenshot from their website) that shows Engineering is also at 70%.

Yes, she should. My DS was weird about this when he got in ED. I sat next to him and made him withdraw from other schools. He thanked me after, but it was weirdly like pulling teerh...

VT is a safety school for non-engineering students who would be competitive at UVA or W & M.

And at VT it is a numbers game. I would be shocked if DD was not accepted to VT (Science field). 1400 SATs and 4.2 w. She is not going to Tech, because she has been accepted ED at W & M. (I know she should withdraw her application...)
