And I will be happy to apologize if that's the case, OP. The reason I don't believe you is that some people have asked you for details and you have not given them. Why are you posting on DCUM if you do not want to explain some details that actually do matter in this discussion, and why are you on DCUM if you have gone through all these lengths with MCPS and BOE and whoever else?
If you are legit, you need to tell us whether the homework was classwork that counted but could be completed at home; what explanation the teacher gave you for changing the grade and keeping at D; what explanation the Principal gave you when you requested her or his interference; what triggered your FOIA, exactly?
My child is in a CES right now. Some classwork can be completed at home and thus counts towards the grade. MCPS Portal does not have the breakdown of each assignment but has categories, so I cannot see how many or which assignments are counted towards each category. She has gotten one B that I thought was a little harsh, but the others As and Bs were well deserved.

OP, homework is optional in elementary in MCPS. It CANNOT effect the overall grade.

OP- RE: after-the-fact. It's all documented and confirmed with a FOIA request from MCPS themselves. The graded homework sent back with the child and the grade of record went from an A to a D, as one example, so not much ambiguity there... it's pretty air-tight. Not many parents check the assignment grades with what was recorded. One assignment was even repeated three times (apparently lowering the overall grade?). I don't know what kind of people can do that to a Fourth Grader, but apparently it's all (and I quote) "proper" per MCPS Superintendent.
We are going to need MUCH more information here. You think your child's grade was "lowered after the fact?"
Isn't it more likely that the first grade was erroneous? What did the teacher say when your child asked about it?
Homework not graded? Do you mean not graded in real time, or never graded? If never graded, how did it impact your child's grade?
