H&M. To warn you, they will have more short tops than long, but teens love the clothes there, so she may find something she likes. You may have to ask a sales associate for help, since things can be hard to find there.

There are plenty of options at most stores - Target, Old Navy, Macy’s , and so on

I hate the look but my DD and her friends all wear it.

Someone gave a good rec of Nordstrom brands. Beyond that, I would never try to actually pick out specific clothes for my teen--I rolled my eyes at my mom's fashion choices as a teen, and I'm sure when my elementary kid is a teen, she will too.

Anyone saying that leggings are not pants is incorrect. Leggings are pants and the trend has changed. Most schools do not have or enforce dress codes anymore.

Leggins are not pants. We have the same rule. If you are wearing leggings, it is like wearing tights. You need to wear additional clothing.

Mine has some long cardigans and long sweaters and then also a few mini dress type clothes that she wears over them.

From seeing her friends - there is a mix - many others also are expected to wear additional clothes with leggings and some don't. She is certainly not going to be alone in being expected to wear something else over her leggings / tights.

Goodness, I absolutely would enforce this rule too. Unfortunately I don’t have any recs.

My daughter lives in tight leggings and huge baggy sweatshirts (or longish sweaters) that cover her butt. If your daughter doesn’t like the baggy sweatshirt/long sweater look, she’s not going to wear it. Meaning, she might have it on when she’s at home, but as soon as she leaves the house, the sweatshirt will come off (unless the school is enforcing the dress code).

Honestly, if this is your biggest issue with your daughter, I would let it go. You can only control so much. Let the school enforce their dress code and be the bad guy.

Oh I feel your pain. My 14 year old wears a short Brandy Melville shirt with sweatpants. I can't stand it, but I let her. It's not a hill I'm willing to die on, like PP said.
