Might be more drinking in Canada. Legal drinking age is 19 in most provinces, 18 in a few.

Yes. And when you factor in higher living costs in Europe, plus the cost of airfare plus having your child so far away, it’s really not worth it.

No greek life but kids can go to pubs. The difference for you is your husband and his family are from the UK and probably have ties there. There will be just as much drinking and drugs. Don't look to justify something that is made up. Go because it would be a good experience.

? Who's justifying anything. I just said there's no greek life there so you don't get the hazing and all that. Yes, kids go to pubs, but pubs shut down around midnight or so.

One of my DCs went to grad school in the UK. Several of both of my DCs friends went to Canada (McGill, U if T and u of BC are a few) and the UK for college. It doesn’t seem that unusual to me but given that some kids don’t want to even go out of state going to another country seems unlikely to appeal.

That is Tuition fees only. For the same University adding Residence Fee and Meal Plan would be another $9-11K per year.
