Have your child get their lifeguard certification. They are ALWAYS in demand and you only have to be 15 to be certified. The certificate is valid for two years so even if the training isn't used this summer, they would be ready to go at 16.

Some camps hire 15 year olds - check at churches and preschools. My 15 year old is doing a combination of free weeks, camps geared towards teens (with trips), family vacation, two weeks drivers ed in the morning and then free in the afternoons, volunteering, and hoping to get a job on the other weeks, although that might not be realistic - maybe more like mother's helper if available.
