Its a bad thing, but forgiveable in someone who was young at the time, surrounded by a culture that has thankfully changed, and has spent years doing GOOD things for African Americans (really specific policies to help them, BTW, not just claiming credit for the state's good economic performance.

Given his performance at the apology, I am sure Northam is a puppet. Someone smarter behind the scenes is pulling the strings i.e running the administration. Northam my gut be smart but he is completely inept in social situations. Yes, his administration is doing fine but I don't attribute that to him but to people around him.
