The Dulles toll road is operated by the Airport Authority and they are using the revenue to pay for the bonds used to build the Metrorail to the airport. VDOT originally operated the toll road. The owner isn't clear to me. Could still be state government property instead of the Airport Authority, a public-private partnership.
