Look this guy was scary and I would have gotten off that car myself but you can't arrest someone for yelling on the metro. Then the police would have to decide what kind of yelling was acceptable. It isn’t a priority because the DC Council has basically decriminalized fare evasion and quality of life offenses in Metro. The police feel that their hands are tied. It isn’t worth their careers to arrest or even cite some perps and have them play the race card on social media and in the press. Look for conditions in Metro to get progressively worse, particularly in the District.
