Because I am a Police dispatcher and I take many calls a day. We don't do reports for accidents on private property and we don't do hit and run reports unless there suspect info like a plate or someone left a note for you.
You pay insurance to handle these things.

OP said they got the person’s plate. Does that make a difference? I had the same happen to me once and I took the info to the police. They tracked down the driver almost two years later and she was made to pay. But that happened on a public street.
Its still on private property, so no it doesnt make a difference. It wasn't a hit and run once they got out and spoke to each other.

A car did the exact same thing to my in a parking spot in Fairfax County. Tried to deny it and then got upset she was being wrongly accused and called the police herself. They came out and determined she was at fault.
All to say maybe the police issue depends on the jurisdiction.
