Maybe they mean holidays like Columbus Day, MLK day etc where not everyone gets the day off.its still none of their business if they’re charging for those days.

OP here - this is what I took it as...which some I get, some I don't. We usually drop our son's off for half-day's and will run errands, or catch up on some housework. But I don't need to explain this to my childcare provider. I'm very happy we didn't go with this provider.

Those are the best days to use daycare. My daughter's is open for some federal holidays and my husband and I use the day to run errands and see a movie.

Sounds like a policy designed to limit how many children they have to watch. I too would be super turned off.
