The speed limit in my neighborhood is 25. The people who love to coast along between 12-20 mph are the ones who routinely run stop signs. It’s like they think that because they’re moving so slowly, they don’t need to stop. People who drive right around the speed limit tend to be safe drivers, but the ones who go 10 mph below the speed limit don’t tend to be very skilled drivers. They’re the same people who make zero effort to merge when their lane runs out and just rely on other drivers to adjust accordingly.

OP, you might get there 5 minutes later. It's not a disaster. Don't tailgate, don't drive aggressively, don't have road rage, just be a little patient.

Exactly, and if the driver in front of OP doesn't know the road as well, then a slower speed may be warranted, especially if it has curves, hidden driveways, etc. Going the maximum speed on a road like that that you don't know is dangerous.

Nothing you can do. In college when I was 18 I had an old big Buick with a metal bumper and power brakes.

Some guy was up my ass tailgating at two am. My brother told me hit the brakes. He meet to tap them but I hit them hard. Guy plowed me in rear end. He was drunk as a skunk in a business suit looks like drinking since five pm. I stayed for two seconds as he was ok and drove off.

Man was his wife going to be pissed. My car was fine. Since then I don’t tail gate or care if tailgated.

Maybe I saved a life that night guy was dead drunk

I almost never encounter people driving 20-25 on Old Dominion. On the rare occasion I do, I assume they’re not from the area and are following directions. It’s not like there’s place to pull off on that road without diverting into the neighborhood.

I'll pull over to the side for an emergency vehicle but not gonna let some everyday impatient motorist intimidate me.

Many stretches of Old Dominion don’t have shoulders to pull into.

At least along the stretch from Arlington McLean, I tend to go under the speed limit because there are a lot of blind curves where you may not see stopped traffic (which can happen anywhere along the road when someone’s waiting to make a left) or a pedestrian crossing until the last minute. I don’t trust the drivers behind me usually don’t leave enough following distance to not hit me if I stop short, so I go slower to reduce the odds I’ll have to stop short.

Old Dominion is poorly adapted to its current traffic level, deal with it.

The driver is DRUNK.

I have never seen this happen on a normal local road. Maybe in a rural region where you're going to be stuck with the tailgater for the next 20 miles, but not around here.
