It's called a speed LIMIT- not a speed MINIMUM. And if I feel like driving slower than the limit, and you're behind me, the guess what? You will be driving slower, too.

Also, the speed limit is the MAXIMUM legal speed UNDER IDEAL CONDITIONS.
It's not the minimum speed, it's not the target speed, it's not the required speed.
OP, you might get there 5 minutes later. It's not a disaster. Don't tailgate, don't drive aggressively, don't have road rage, just be a little patient.
