I think at 16 you can try to keep communication open, talk to him openly and often about health and legal risks, make sure you know where he is, have a curfew, and set expectations around school work, family participation, etc. it’s pretty normal for teens to hang out where things may be a bit looser or parents more naive.

At 16 >/ is way too late to synthetically engineer a kids social life. He's not all of a sudden going to join Young Life and that become his new circle. He'll be an adult in under 2 years.

That’s a bit extreme and not remotely similar to this situation. OP is a mom trying to manage a not easy situation with her son. Those of you who are being smug, have not walked in her shoes.
