And, in Japan, if an American is involved in an accident, the American is almost always held responsible. At least, it was that way a while ago. I had a friend who was in a cab involved in an accident, and the cabbie told her to leave or she would be held responsible--even though she was his passenger. The rules may have change now--at least i hope so.
One of our diplomatic neighbors almost drove head on into a Metro bus because they assumed they were in the right, driving on the right hand side of the road with a whole care full of kids. Not everyone is able to remember to drive on the correct side of the road, if they move to another country. I reported her, because it wasn't the first time.
The diplo spouse had only been there for a few weeks. Seems plausible that she got confused.
