Op If your daughter is developed take her to Nordstom's for a fitting.
Otherwise, I had good luck at Target, Walmart, , and Dick's (sports bras). I had both my DDs try on bras at the stores . One was good with lightly padded (basically no support) bras, the other HAD to go to Nordstrom- she needed the support.

My daughter was a C or D cup when she was 12. She wore real bras.

My 11yo is more developed than I ever was, at least until I had kids. Not a C cup, but probably a solid B.

And I absolutely 100% guarantee she's not wearing a real bra in order to be "popular with the older boys," with her baggy shirts and hoodies. If anything, she's self-conscious and trying to hide, but a properly-fitted bra at least keeps her comfortable.

Whats your issue? Lightly padded/lined isn't a push up bra lol. Mine at this age felt they needed something like this bc they start to have real breasts or at least pokey early breasts that they would rather not stick out. Maybe try not bodyshaming girls eh?

Justice actually has really nice ones that are more like a mix between a bra and a bralette.

Macy’s has a really good selection. It’s in the kids department but goes from bralettes to real bras. My own 12 year old is fully developed, but started out in that section.
