My daughter was a C or D cup when she was 12. She wore real bras.
My 11yo is more developed than I ever was, at least until I had kids. Not a C cup, but probably a solid B.
And I absolutely 100% guarantee she's not wearing a real bra in order to be "popular with the older boys," with her baggy shirts and hoodies. If anything, she's self-conscious and trying to hide, but a properly-fitted bra at least keeps her comfortable.
