It sounds like a difficult family situation. Mom is 19 with a 5 year old, 3 year old and one on the way. 5 year old actually lives with maternal grandparents but mom had picked her up along with mom's younger sister (9 year old) to go to the park. 9 year old was in the car doing homework while the two younger kids played. Mom apparently went to the car to talk / help younger sister with her homework. Mom was only away from the park for less than 10 minutes.

This is the self protective reflex kicking in we use to convince ourselves that this would NEVER happen to us. You could look down for a second to help your kid with a bleeding knee and the other could be picked up. It is very rare, but sometimes it does happen. And it is not a matter of being a parent guilty of child neglect.
