They can max it out by height instead of weight. For forward facing seats shoulder straps should be at or above shoulders. My four year old’s shoulders are now above the maximum shoulder strap height in his seat so even though he’s not yet 40 pounds he will have to be moved this weekend.

Well yes, "they" do say that, but I don't know a lot of 14 year olds riding around in car seats, and I've never seen a carseat that a child that big would actually fit in.
