OP here. I know one of them was returned to the shelter, but I have been MYOB about it and don't know where the others went.

I don't think I'm gonna say anything, but these dogs are so aggressive after a few months with them and that makes me nervous. But then the dog always "disappears" and a new dogs shows up-- a sweet dog that turns into a snarling mess after a few months. It's kinda crazy but it makes me really nervous as to what is going on with these dogs.

So... he's into dog-fighting? Do you see the dogs, are they injured after a while? Do you hear them in the house? If you were to have a casual conversation about his dogs, would the neighbor be evasive?

Chat with the neighbor, find out where they get the dogs from and then tip off those places so that they don't adopt out to them again. Many rescues and shelters have a DNA list: Do Not Adopt.

Years ago in CA (LA I think) cops busted a guy who kept adopting dogs. Animal shelter got suspicious after a few dogs... The guy was using the dogs... differently.
