Private employees do the same thing. They go to "client" lunches, do massages on the company dime, fake a meeting when their kids travel team is out of town to get a free hotel.

Seriously, if I have quiet period, I’m working to innovate and improve the quality and efficiency of our products and processes, there’s always documentation that can be done as well as investigating new avenues of scope of work. How is the guy able to work in Private , that’s how it works there too.

One day of telework. Her field sites cover a pretty big region and they are saying that if she has to travel an hour south for a field site or meeting, she should then drive 2 hours north (an hour past her home) to go clock in and spend the rest of her day in the office.

It actually saves taxpayers money on facilities, etc. And I'm much more productive on my telework days.
Unless, of course, you think that your tax dollars are wasted if fed workers aren't miserable.

If you are highly effective at your job it should not matter whether you have “down time” or not or what you do with it. And no, you do not need to fill the work day with busywork just because you are “on the clock.” You per your employer the work, not your time.

Yes I still like my job. I'm fortunate to be working in a hot topic area that is of interest to the administration but also is in the public interest (a unicorn topic!), so we have plenty of work and funding. My previous division is not faring as well - their budgets are slashed and new bureaucratic red tape has made their work difficult to accomplish.
