Perhaps you need to find a more comfortable bra. Breathable cotton, no wire, etc... these days they make really nice ones. Your mother will be delighted to pay for a few!

It's not biology to look at a daughter and think sex ... so it is within this man's ability to not think sex... but if he is creepy he will think sex.

It is biology to look at a woman's body and think sex. That is what has enabled the human race to continue to exist.
In this society / culture, breasts are sexualized and seen as sexual. It can be considered sexual assault to touch a breast (but not an arm). Women show breast cleavage to be sensual and sexual. Going topless for women is considered scandalous.
