The issue is not that she is not willing to pay - rather that someone who does not telework has priority over someone who does telework.
Personally I think this is a red flag - and is a reason for you to go elsewhere. The school clearly does not respect you as a professional. They will be calling you to chaperone, be class mom, cut up cheese into star shapes for a school event. Run!
