We live around the corner from the Rockville campus and would never think parking was free.
True but if you are visiting campus it is not obvious where to get a temporary permit so you can park for an hour or two. There are no ticket kiosks for instance. I believe you can get one from security but that means you have to get there 40 minutes early to park, get a temporary permit and put won your dashboard
FWIW I would probably walk my child to the class on the first day if he was younger than 16 and/or make sure he has a campus map.

Also, to answer another poster's question about walking in a middle schooler. I did for my rising 6th grader on the first day because he couldn't locate the building from the parking lot.
Frankly I am not familar with the buildings either so if I can't figure it out, then I would not expect my child to either.
Yes, and you can - with a permit.
You can appeal your ticket by e-mailing parking@montgomerycollege.edu and telling them that nobody told you that you needed a permit.
