Furthermore, there is a major flow in the logic you present:
you failed to compare apples to apples.. you do understand that out of 40 K people you cited, are all car accidents death per year right?
Those are not deaths resulted from car / pedestrian collisions. There are tons of accidents that are result of two or more cars colliding, and or cars colliding with other objects. People who are in those collisions were ALL PROTECTED by the armor of the car, the metal body of it and yet as you kindly remind us, there is huge risk of death even if you are so wonderfully protected. So thank you for reminding us all that when we collide as a pedestrians with a metal machine moving at us with certain speed then we can meet the maker at E=mc2.

Ah, yes, finally we agree on something. Let's first regulate cars safety by requiring all cars be equipped in collision preventing system and pedestrian detection and collision prevention auto stopping cars etc. .and THEN we can look if we want to bring scooters into our cities.
