This is terrible advice. Modern dog owners are awful, entitled people who get aggressive or intensely emotional when someone complains about their dog. Having your dog poisoned is not a random occurrence. It happens after annoying your entire neighborhood for months.
Just call animal control nightly or report to your HOA.
