It's not just about the adults seeing a naked kid, it's about the kid seeing a naked adult. As an adult female, I am uncomfortable with boys over a certain age being in the women's room. I actually stopped going to a local pool over the issue; in this case, the locker rooms were completely open with no shower stalls. During the time I went for lap swim, there was a local homeschooling group that took swim lessons, and some moms brought their elementary age boys into the womens locker room. I was just too uncomfortable with 7 year old boys present while I was naked/showering, so I cancelled my membership.
I think it was wrong of your family to have your 6 year old daughter in the men's room when you could have taken her in the womens room.
