Don’t agree. St. Pete is beautiful and the school has surprisingly very good academic programs. Students are serious. DD had heard it was beautiful school so went to look and yuck. Buildings are very unappealing. Or at least to us they were.

Hey...I’m just telling you an actual fact. My DD was accepted and offered merit aid of about $5000 per year. Maybe they want more kids from this area.

And you still haven't told us why she got merit aid when her SAT is way below the 25th percentile.

I'm from Oregon. Willamette is a fine school, but Salem is cool/cold and wet all fall/winter/spring. And the town's a pit. Corvallis (OSU) has the same weather, but at least is a great college town. Southern Oregon University (Ashland) isn't on the same level academically, but it has pretty good weather--although meaningfully colder through most of the academic year than anywhere in the deep south.

If she's not applying for engineering, she probably could get into Cal Poly SLO--great town and great weather; definitely worth a look if its hands-on approach would appeal to your DD.

She wouldn't get into any of them with a 1300. Most are 10% of lower acceptance rates.

If she bumps up her SAT by about a 100, she could get into Barrett Honors College at Arizona State. That is about 4000 kids on their own campus next to Arizona State. Gorgeous weather, all suite dorms, outdoor pools, sand VB courts, and most honors classes and advisors are right there. The rest of Arizona campus is great too, but much larger. The best of a SLAC with the appeals of a large school combined.

The Claremont schools might fit your bill. Their campuses are gorgeous and most have good reputations. Yeah, they're outside LA but they seem like fairly self-enclosed worlds.

University of North Florida in Jax. Just voted one of the safest college campuses in the country. And the dorms are gorgeous! My daughter had a lazy river around her building. The kids studied while they floated. It’s near a great shopping center. Jax is a fun town. And the beach is only 20 minutes from campus.
