Of course they were planning ahead and simply wanted to get someone to talk with them for a few minutes. They tried to arrange this for over a month and several calls.

You must apply - NEXT fall. There are open houses and such in the fall.
If you have kids you should definitely know the options before you move to the area. You would be dumb not to explore options before moving to an area.
