In between seasons (i.e. the summer and the spring tryouts leading up to that) is open season for all to freely move between clubs. There is no recruiting restriction during that time. Free market economy - as it should be. If the coach is good, the players will (and should) follow. It is up to the clubs to make a compelling reason for coaches and players to stay there. Restricting this movement otherwise goes against the spirit of open competition.
During the season (fall to spring) the restrictions are legitimate and fair to prevent recruiting for player movement
during a season, not in between seasons.
