My dog occasionally does it by accident. She thinks she is hitting the grass but it flows onto the sidewalk. DP First my dog will pee on the asphalt as well as grass and second Op is complaining about people letting their dogs pee on areas of the grass that do not belong to her! They already admitted that it is the part that the county owns so she has no leg to stand on.
My advice would be get a small fence/hedge and you won't be able to see where the dog pees.
